This is the problem with SWics: a simple SwiC with 20-100 instructions may have solved this problem quite well. However, if SwiC needs access to RAM, flash, and interconnect, then… It may be easier to use a simple state machine instead of a fully functional CPU to drive PLL. Still, a small SwiC might have solved the problem nicely – even if it overcorrected the problem a bit.
At this level, SWics compete with state machines, and good state machines can easily take up less space. However, a good SwiC only needs to be written, emulated and verified once to know if it can drive the PLL correctly. The advantage here, though, is the state machine. Once you need to drive many different peripherals, or once the interaction becomes sufficiently complex, a single SwiC may start to make sense again.
